Chapter 13 - Redefining Blood

Before I could turn toward the staging armory, the secure red landline on the central podium began to pulse with a low, rhythmic chime. It was the terminal reserved strictly for domestic high-priority intercepts.

"Ma'am," the communications technician said hesitantly. "It's the Federal Detention Center in downtown Houston. The Assistant Director of the FBI is on the line, but he's bridging a call from an outside party under emergency judicial review."

I picked up the heavy black receiver. "This is Director Carter."

"Emily?"

The voice was hollow, trembling, stripped of all the booming authority that had dominated my childhood. It was Richard Carter. My father.

"Mr. Carter," I said, my voice dead and emotionless. "This is a restricted tactical circuit. You are committing a federal offense by maintaining this transmission."

"Emily, please... God, Emily, listen to me," he sobbed, the sound pathetic and broken through the encrypted line. "They took Jake. Four men in tactical gear dragged him out of the house in handcuffs. They threw him onto the pavement like a dog. Your mother collapsed—she’s in the emergency room at Memorial Hermann. They won't let me see him. They’re saying words like... like high treason, Emily! They're saying he could face the death penalty!"

The entire command center went dead silent. Fifty analysts and operators kept their eyes strictly on their screens, but every single soul in the room was listening.

"My brother made choices, Mr. Carter," I replied, standing tall beneath the fluorescent lights. "Choices motivated by arrogance, greed, and a profound contempt for the laws that keep this nation standing. The identical arrogance you nurtured in him every single day of his life while you told me I was worthless."

"I was wrong!" he wailed, completely shattering the facade of the proud Texas patriarch. "I didn't know! I swear to you on my mother's grave, I thought you were just a mid-level clerk, an enlisted girl who couldn't cut it! When that helicopter landed... when those two full-bird colonels stood in my yard and saluted you... I realized... I realized I don't know who you are. Please, Emily. He's your brother! Call the judge. Make this go away. You have the power! You can save him!"

I closed my eyes for a single heartbeat. In my mind, I saw the backyard grill, the charcoal ash blowing across my boots, Jake sneering into my face, and my father sitting back with his arms crossed, smiling as my dignity was stripped away for their amusement.

"Listen to me very carefully, Richard," I said, dropping the title of father forever. "The hardware your son smuggled has currently compromised three thousand American sailors and marines on the other side of this ocean. Right now, men and women far braver than you or your son are in direct mortal peril because of his greed."

"Emily—"

"If you ever call this secure line again, I will have you remanded into federal custody as an unindicted co-conspirator. Consider your son dead to you. Because if I find out any of my personnel lose their lives tonight because of what he sold... the law will be the kindest thing he faces."

I slammed the receiver back onto the cradle with a heavy, final clatter.

I turned to Vance. "Launch the MC-130J. We are deploying Task Force Nightshade to the Philippine Sea."
